Băhēm: A Symmetric Cipher with Provable 128-bit Security

Abstract

This paper proposes a symmetric that is practical (requires to pre-share only 128-bit key), provably secure (no cryptanalysis can degrade its security below 128 bits, even with quantum computing or if P=NP), simple (can be performed manually by a pen-and-paper; helpful for a post-apocalypse world scenario) and fast (similar run-time to OpenSSL's ChaCha20).
