As Brain-Computer Interfaces (BCIs) transition toward consumer availability, the risk of 'Neural Trespass' demands a robust architectural solution. This paper introduces the Lobby Architecture, a hardware-locked neural partition designed to enforce cognitive liberty. We propose a localized 'Digital Ghost' instance tethered via a unique Gamma-Phase Signature (40 Hz). Computational simulations demonstrate a 100% detection rate of unauthenticated incursions with a processing latency of 12 ms.
